Greater Opportunities offers grants to low to moderate income owner-occupied households across Broome and Chenango Counties in correcting serious threats to health and safety issues to homeowners. The Greater Opportunities Housing Rehabilitation Program will be provide rehabilitation services to single-family homeowners at or below 50% AMI, however, those up to 80% may be served depending on need and funding availability. This program will serve those with the greatest of need and lowest of income as its primary focus. Households meeting the income criteria where one or more occupants of the household are either frail elderly or disabled will be prioritized. The primary uses of the funding will be used to alleviate health and safety concerns including: remediation of non-potable water source or lack of access to clean water supply, installation and repair of septic systems in a property where the system is inoperative or absent, remediation of environmental hazards (lead paint), replacement of unsafe wiring or electrical fixtures, repair or replacement of a heating system where one is lacking, upgrade and/or installation of comprehensive energy conservation measures, replacement of a leaking or deteriorated roof, replacement of rotted steps or flooring, replacement of rotted exterior siding, installation of plumbing fixtures in units that lack basic plumbing fixtures, and other repairs that ensure a safe and healthy living environment for the homeowner.

Depending on the type of repairs, eligibility, and fund availability, a homeowner could receive a grant for up to 100% of the project cost. Any costs not covered by grant funds may be paid directly by the home owner or covered by deferred and/or low-interest loan options.
